Today 21st August 2025, at Lemigo Hotel-Kigali, Action pour la Protection de l’Environnement et la Promotion des Filières Agricoles (APEFA), in collaboration with Food and Agriculture Organization (FAO), conducted a Validation Workshop on Rwanda’s Food System Gap Analysis and Policy Recommendations.
The Validation Workshop was honored by the presence of Dr. Alexandre Rutikanga, Chief Technical Advisor at MINAGRI; the FAO Country Representative, Ms. Nomathemba Mhlanga; representatives of the European Union Delegation and the World Food Programme (WFP); as well as distinguished guests and representatives from government ministries, public institutions, development agencies, civil society organizations, the private sector, academia, and farmer representatives.

In his remarks, APEFA’s Executive Director, Oscar NZABONIMPA, warmly welcomes participants to this important Validation Workshop on Rwanda’s Food Systems Gap Analysis and Policy Recommendations.
“As you know, Rwanda has made significant strides in advancing its agricultural and food systems agenda. Since the UN Food Systems Summit in 2021, our country has worked diligently to define a National Food Systems Transformation Pathway, aligned with Vision 2050, NST 1 & 2, and PSTA 4 & 5.
Yet, despite these achievements, challenges remain. It is in this context that APEFA, in partnership with the Food and Agriculture Organization of the United Nations (FAO), has undertaken a national food systems gap analysis. This study identifies key institutional, policy, and technical gaps that must be addressed to ensure inclusive, climate-smart, and nutrition-sensitive food systems for Rwanda.”
He added: “Allow me to take this opportunity to express my sincere appreciation to the Government of Rwanda. I extend my gratitude to the Ministry of Agriculture and Animal Resources, represented here by Dr. Alexandre Rutikanga, for their leadership in guiding Rwanda’s food systems agenda. I also wish to thank FAO Rwanda, particularly Dr. Nomathemba Mhlanga and her team, for their invaluable technical and financial support.”
The workshop focused on Rwanda’s Food System Gap Analysis and Policy Recommendations, identifying key gaps and proposing concrete actions to accelerate the country’s Food Systems transformation.
